The rationale behind VirtuHalls© is the development of an "Information Society". State of the art technologies can be used to support economic regeneration and community development and to ensure that everyone benefits from the information revolution that is happening around us. In this the role of cities is of paramount importance. The Telecities network has as key motto that cities and towns are, by their very nature, best suited to represent at the local democratic level the "chemistry" of all the social, economic and cultural changes of the Information Society. Action is required to ensure that new technologies create new employment and training opportunities and improve the quality of life for people and organisations living in, working in and visiting the cities.

VirtuHalls© is Infocities 2. Portals that combine the good parts of several local initiatives, and notably validated applications from Infocities-1's workpackage Public and Civil Services, but also from workpackages like Culture, Electronic Commerce and Generic Services, combined with the lessons from the Technical Committee and Socio-economic workpackage. On top of that the project partners intend to deploy also "usable parts" of results from Fourth Framework research and development initiatives.

But this approach does not exclude some uses of innovative processes and technologies for the near future (2/3 years, after this deployment phase) and a pro-active keeping up with technological innovations. This kind of approach is henceforth classical in engineering activities. Nevertheless, a Service/System and Business architecture has to be set up showing different views of the concept and of the building blocks.
