By June 2001 there are four types of portals deployed by the local partners. Each portal type has several "channels". For example, if we talk about the Municipal VirtuHall, then there are several channels:

  1. Informed official
  2. Informed citizen
  3. Interactive citizen

The "locally branded portals" means that on a local level sometimes portals and channels are bundled. In the Hague, for example, the application "Residentie.Net" bundles "Informed Citizen", "Interactive Citizen", "Market Place" and "Interactive Culture Plaza". From the Municipal VirtuHalls it does not touch the "Informed Official", but it incorporates the full Business VirtuHalls portal.

Overall the design of the VirtuHalls is:

Sometimes different (combined) channels with different URL seem to provide similar information in a city. Notably in Den Haag and Nice. This is because of the different usergroups that are targeted. As explained, the VirtuHalls© Technical Annex specifies under "Market Analysis" that:

    These local markets could be addressed with service packages geared to the needs of "communities". Users of these communities will spend more time online than casual users.
