The overall objective of the Reference Model is to
analyse the various ways in which services could be
presented to the end users. The approach selected is to
group the technologies and the content in a layered
architecture. Through that architecture it is easy to:
Identify the interoperability (*) and compatibility (**).
This is important not only for providing the services, but
also for planning their evolutions.
Understand the legal and regulatory aspects of services.
Understand the competition problematic.
Understand the structural aspects in providing the
services (Intranet, Extranet, Internet)
The Reference Model does not intent to address the
taxonomy of the content of the services.

** properties of the facilities as seen from the usage of
the service
About Multi mode:
This mode implies that the service could be accessed in
more than one way, like PC (Basic Mode) PC + Cable access
(Enhanced Mode), public-kiosk (Enhanced Mode). In some cases
by nature of the service requires several modes simultaneous
in order to be performed.
1st example of Multi mode: Decision by INFOCITIES
Management meeting Ammarousion: that when enhanced mode is
used, an ancillary Basic Service Mode will be made
available. That mode allows any internet user to access all
the facilities of the service which could be accessed in
basic mode.
2nd example of Multi mode: Citizens which have a PC and
an Internet connection, could access public service through
basic mode, but will have to receive an official document by
mail or by picking it up, at the city hall, or having it
printed at the public kiosk..
3rd example: Ordering the software in Basic Mode, and
receiving it on CD-ROM.
